  Sort of.
  
  Wayland core protocols (by design) do not allow a window to position itself, 
as a security measure,
  Plasma needs to so, as you've pointed out KWayland contains a protocol to 
speak to kwin to move a window.
  
  However, if you let everyone do that, you defeat the entire security point. 
So the intention is to lock that protocol down to only being available to 
certain processes.
  
  However, your app could be one of those trusted processes.
