I agree that Look and Feel is not self-explanatory, but it's not an empty term either. See https://en.wikipedia.org/wiki/Look_and_feel which describes pretty much exactly what we're doing here. I'd therefore keep the KCM name as it is, but use a more verbose description, like "Global look and feel theme and desktop layout".
