OK, https://bugs.kde.org/show_bug.cgi?id=365394 . It turns out that it happens on default panel right after moving it to vertical, too. As you noted, the icon sizes are just annoying; the clipped clock output is more serious because it's unreadable.

IMHO these icons come from applications so if the current code assumes that each icon has a certain padding area embedded in the pixmap, that sounds like a wrong assumption. But maybe I just don't understand the details here.

(Trojita supports running with a --profile option, that's how one gets multiple windows. It's a kludge for sure.)
