I just read through the protocol again and given the documentation for the manager it's all about server-side decorations: "By announcing support for this interface the server indicates that it supports server-side decorations." So this means it's more about the server-side decorations than about surface decorations. After all even without the protocol windows are decorated. So I tend to keep the name as it is, surface_decoration is not more precise.
