I've seen multiple reports of issues with latest Plasma's Keyboard
Shortcuts not working.
I can verify inconsistent behavior. Some key actions work, others don't.
To test, I upgraded a system from
kde4-config --version
Qt: 4.8.7
KDE Development Platform: 4.14.9
kde4-config: 1.0
to Plasma5 git versions
rpm -qa plasma5-desktop khotkeys5 kwin5

Action: Shift+p
Press "Ctrl+Alt+/" in any active window with text input
Expected Output: !
Actual Ouptut: 1
Press "Ctrl+Alt+'" in any active window with text input
Expected Output: P
Actual Ouptut: P
On the prior KDE4 config, on which @Press "Ctrl+Alt+/" in any active
window with text input
Expected Output: !
Actual Ouptut: !
worked.
What component needs to be reported against & fixed to get these
Shortcuts working properly?
