I issued the commands you suggested and that did the trick (partially). Suspend & Hibernate show up in the Leave Menu, Shutdown & Reboot are still missing. Now, when powerdevil starts it CAN contact ConsoleKit, whereas in the 'normal' start-up sequence there's an error message about not contacting CK.
