Not really, when implementing a new plasmoid version (most of the time, it is mostly about rewriting than porting), you don't actually know every little thing that the old one does. Not even if you are the one who originally developed it since other people added features, and all that happened 5+ years ago. So, yes, it is up to the users to realize what is missing for them, and report.
