Git blame was a fun adventure ; that line has gone through porting
from KGlobal::iconLoader -> kApp -> KIconLoader::global
It was added here.

In this commit we also see added:
+kde4_install_icons( ${DATA_INSTALL_DIR}/kfontinst/icons )
So it used to install it's own icons and this was being added to the icons path.
We are still installing some custom icons though. Now via
ecm_install_icons, but I can't remember that that does.
Can you confirm the icons enable/disable fonts are still working
correctly (the middle two of the 6 at buttons at the bottom of the
screen).
