I just checked System Settings, and all modules except the Proxy configuration use "disabling" instead of "hiding", and the only reason the Proxy module uses hiding is that otherwise the dialog would have been too tall. There was a review request about other possibilities, because we usually do not hide user interface elements, but in this case hiding was the least evil.
