Presumably for the reasons in Macro's email, which people may or may not agree with.
I'm assuming you're asking based on a https://bugs.kde.org/show_bug.cgi?id=301872? Which is about showing the time remaining on the icon itself, and this actually states this option hasn't existed since KDE 3, so this is not a regression from the last release.
