This issues would need to be reported to bugs.kde.org. Just sending an email stating "people have mentioned issues on webpage xyz" is not going to help. Maybe this is something where you can help, as you obviously care about plasmaboard? Also, the copy of plasmaboard on kde-apps is outdated, there's a newer version in kdeplasma-addons in the past releases, which should have at least 8 months more fixes. As to the issue "has to be placed in a panel", we're using the keyboard in Plasma Active as its own container, in some panel-like popup, which mostly works automatically (modulo some corner cases :/).
