Hi, sorry for starting playing the bad guy first. Your concept is missing an important factor: Plasma is not a windowing system, but X is the windowing system and Plasma is just a set of windows in the other windowing system. With our current technology stack what your mockups show is in the area between hardly possible and impossible. Integrating windows into Plasmoids is an incredible hack and should be avoided (compare legacy systray).
Rewriting everything as a Plasmoid would be the only solution and would break each and every 3rd party application (including free software apps like gnome apps or unmaintained KDE apps). Your idea might become possible with Wayland. But even then Plasma is the wrong container: it needs to be in the Compositor. I hope I did not discourage you too much, but I think it is important to know about technical limitations before talking about great ideas.
