i can when i'm talking about promoting it from the "passive" state to the 
"notification" state.

and didn't i provide a solution to that? wait until the mouse/focus is removed 
from the area and then re-order.

that won't work with any other ordering system in play, such as we already 
have. it also doesn't work with more than one entry marked as needing 
attention.
