we really need to document what it takes to implement a full featured Plasma
shell. there are so many "you can add this" type components now!
i have started this page to get us
rolling:

if we could each add one or
two things in there (and ensure i haven't missed anything in the outline!),
then we can eventually migrate this page to Techbase.
