Plasma/5.27 branched

Please concentrate on bugfixes to Plasma 5.27 in the Plasma/5.27 branch for
the next three weeks until release.  This is set to be the final Qt5/KF5
release.

And incase you missed it the Frameworks repos have branched "kf5" for Qt 5.
