I think the issue you're seeing is related to not having the new KCM installed properly, not anything this patch introduced. It's a bit tricky. You need to delete the old `kscreen.so` file or else the new one won't show up properly. `OutputPanel.qml` is for the per-display scaling UI that's only used on Wayland. `Panel.qml` is the X11-only global scaling UI.
