Review request for Plasma.
Summary
-------
Two people on the kubuntu channel said they didn't like the current behavior. I
know we don't normally negotiate with terrorists but no one threatened to go
back to ms-dos so I guess they have good intentions.
So I added a config option to disable the mouse over tooltip thing.
Don't be afraid to say if you don't like this idea it didn't spend too much
time on it and if I would have to, I would have asked you guys about it first.
Also maybe the real term is not "tooltip".
