A Dynamic playlist bias that chooses tracks based on weather is definitely doable.
The _huge_ hurdle, however, choosing songs based on weather data. The easiest option seems to be have a static set of weather conditions matched with common genres. This is flawed of course, because 1) who would do the matching, 2) many users don't have correct genre tags. The ideal solution would be some a bias that uses one of those music analysis algorithms that have been much discussed on this list.
