Even if it is decided that this is right, this would require fixing in 
quite a lot of packages. From a quick search, at least these

alevt (alevt-date)
dvb-apps (dvbdate)
netdate
tlsdate
htpdate
ntpdate

seem to be affected. Therefore, changing systemd's behavior at least 
for jessiee makes sense in any case.
