So we have some missing part that is required but not a package dependency.

This is likely a result of you running these systemd commands without being root. If the atftpd package would work around that, it would be wrong.

I've reassigned this bug to systemd, and immediately closed it, as I expect the default package selection omitting PK to be by design.
