Now to the possible bug.
In my systemd version (systemd 252 (252.22-1~deb12u1)) systemd-pcrphase
is not available. Not as a file or as a systemd service.
I used this page to validate:

After that it should be available from version 252:
https://lwn.net/Articles/913287/
The result to access systemd-pcrphase:

/lib/systemd/system-pcrphase
