Dear Maintainer,
Ordinarily, running `npm init` with no arguments in a bare
directory will issue a series of prompts for basic information to
compose an initial `package.json` file.
Instead, I'm getting this:

The log file named above contains essentially identical
information. The issue persists even after completely deleting
`$HOME/.npm`.
A major side-effect of this issue is that it is preventing the
Mason plugin for Neovim from installing additional NodeJS-based addons.
