As of a Sid update done today (28-May-2013), two-finger touchpad "scroll"
events with the pointer over the Evolution "message preview" pane or a "message
window" do not cause the message to scroll.
This type of scrolling works fine in other panes of Evolution, or if I move the
pointer over the message's scrollbar, and in other Gtk apps.
I am pretty certain that this worked as recently as 2-3 days ago. I don't
think Evolution has been updated in that timeframe, so maybe this is a problem
with the message preview rendering widget and whatever library functionality it
depends on.
