You must change the headers for the file so it is being downloaded.
Something like this:

                        header('Content-Type: GIF');       // not sure of this one
                        header('Content-Length: ' . filesize('file.gif'));
                        header("Content-Disposition: attachment; 
filename=\"file.gif\"");
