global register had nothing to do with it. It's the configuration in the PHP.INI.
Look for error_report & display_error in php.ini. Once you reduced the error messages on the webpages, then put hte @ in front of the php variable or function.... Windows is not equal to Linux or Unix. Windows is not even a language environment like Linux or Unix do. So, we're gonna have to deal with M$ Window.
