php.ini can be in several different locations, the best way to identify its location is to ask PHP where it is at (I have seen it in /usr/local/etc, /etc, /usr/local/lib, /usr/local/conf, among others).
Construct a php file with phpinfo() like: <?php phpinfo(); ?> Then visit the page in your browser, now look for: Configuration File (php.ini) Path section, it is in the top 1/5 of the page, this will give you the directory PHP is looking for php.ini at.
