I don't know of a class that will do it out of the box, but take a look at
some of the open source WYSIWYG web editors out there (there's one on
source forge i know for sure)... some of them have a "clean html" button.

Not sure how good they are since I didn't really look, but maybe by
perusing several of them you could build your own rule sets...
