I've got this in the apache startup script, but it's still on GMT:
bash-2.05a# head /usr/local/etc/rc.d/apache.sh
#!/bin/sh
TZ="EST5EDT"; export TZ
case "$1" in
start)
[ -x /usr/local/sbin/apachectl ] && /usr/local/sbin/apachectl
startssl > /dev/null && echo -n ' apache'
;;
stop)
[ -r /var/run/httpd.pid ] && /usr/local/sbin/apachectl stop >
/dev/null && echo -n ' apache'
