That's not valid HTML.  This is:
  echo '<form method="post" action="get.php3#update">';

But, I suspect that's not your problem.  I'm guessing that the browser,
or even HTML, doesn't support anchors in POST action statements.  You 
could try "get" as the method and it'll probably work.
