Place all the dlls in the same directory as the php.exe file and in your php.ini file have the extension_dir = .\ (windows).

The extension_dir is set correctly in the php.ini, I have put the .dlls into every conceivable directory I can think of and nothing seems to work. Anybody else had and fixed this problem?
