EditPlus is the best. Many nice functions and, I think, it is more adapted for HTML/PHP development that TextPad.
What I can't live without when developing on windows are those drag & drop customs of EditPlus. I find it pretty handy. on VIM is great as well. Hey, look into archives. There are thousands posts about Editor.
