Yes.  "fgetcsv() returns NULL if an invalid handle is supplied or
FALSE on other errors, including end of file."

I usually use it in a while loop like this:

<?php

while ($row = fgetcsv($csvFilePointer)) {
    // ... process the row
}

?>
