Because he's rotating between boolean values.
$r = true;
$r = !$r; // Now $r is false;
$r = !$r; // Now $r is true;
$r = !$r; // Now $r is false;
$r = !$r; // Now $r is true;
$r = !$r; // Now $r is false;
$r = !$r; // Now $r is true;
$r = !$r; // Now $r is false;
$r = !$r; // Now $r is true;
