Ruby on Rails and Django are really good.

Can't get much faster development time than with Ruby on Rails.

Django comes with a free admin site out of the box.

If it has to be PHP then I'd recommend Mojavi or Zend Framework.  I
tried Binary Cloud and other similar types that use Propel.  I hate
XML so all that sort was a real turn-off for me personally.  CakePHP
is nice, but Symphony is very similar and a little more advanced.

Web frameworks are best written in languages with strong
meta-programming capabilities.  PHP wins no points in that area.
