Yep, thats pretty classic.
One thing I would do - assuming $newsId should always be an integer
$whereClause = '';
if (isset($_GET['id']) {
$newsId = intval($_GET['id']);
if ($newsId) // if not 0
$whereClause = 'WHERE auto_id ='.$newsId;
}
