I just found out why one reason for a meta refresh is a bad idea, it does exactly that, it refreshes the page every 3 or 2 or 0 seconds which basically is constant..so maybe the header idea is better in this case.

While this is very true, what is typically the case when you use meta refresh is that you are using it to redirect a user to a subsequent page. In that case,
so long as that final page doesn't use meta refresh, it isn't an issue.
