I've also tried make clean and deleting the old libphp4.so as well as deleting 
config.cache.  I've
googled for anyone else having this problem and its only encountered when make 
failed.

Well, what is created? Do you get a .libs/libphp4 file with no extension? If so, you can either just rename that to .libs/libphp4.so or run libtoolize --force and re-run ./configure
