For VISA ??? - You can contact VISA directly... If you have all IP's maybe they come from the same ISP and the you can get him... I had the same problem for 3 years in Kehl/Germany and I have had loged all actions including the IP. I was going to the local Police which has done the rest... Credit Card Fraud is not a local delict !!! The Police is working international on this subject.
