I can't seem to use the shell_exec() command.

... This is what is in my PHP.ini

safe_mode = Off
safe_mode_gid = Off
safe_mode can be set in your apache.conf or a .htaccess file, check the values of these from the output of phpinfo() in the same directory your trying to run shell_exec().
