What do you mean reproduce? Copy? Create from scratch? Represent visually?
In any case.. I'd say PHP cannot do anything but create a copy of a file. It cannot read in data from a microphone or a cd player or the like (as far as I know).

but php can call external progs (e.g. exec(); system()).
so you can run lame or other progs and give the desired params like source- and target-file, sampling-rate, mode (mono, stereo), and so on.
maybe that's what you want?
