I can't say for certain that it will create, but the pclzip class from Vincent Blavet seems pretty good and I use it extensively for extraction. His site is http://phpconcepts.net/ but that seems a little sicko at the moment, so you might try sourceforge instead. If you google for pclzip you'll get lots of links.
