I think many users are also unaware of the archives. A lot of people who ask questions on this list don't follow it for several days before doing so. They have a problem, go to http://www.php.net/ hoping to find an answer, and stumble across this list. I'm not sure what the welcome message says, but that would be the place for a newbie guide. This is the only way to be sure that users have at least had this in front of their eyes at one point, even if they still choose to ignore it.
