Even better than questions, make a one or two hour case study. Have them demonstrate their ability.
1. How would you solve X problem? 2. What do you think about Y? 3. Write some code to solve Z? A good place for ideas for case studies might be codewalkers, weberdev, or php-editors. There's a big difference between talking and walking.
