Do you want to provide a web interface to your local file system? well the easiest would then be to just exec locate, which will make use of the slocate db. Alternatively you can try to exec find. These can be done painlessly and you don't have to install any software.
If you need a more sophisticated solution i belive htdig has the facility to index from local files.
If you are looking to build a full fledged search engine aspseek and mnogosearch (both open source) are some of the best around.
