Yes, this is very off-topic. You should post to the css-d list --

something like this:

a  { font-weight: bold; text-decoration: none }
a:link    { color: #339; text-decoration: none }
a:visited   { color: #036; text-decoration: none }
a:hover    { color: #fff; text-decoration: none; background-color: #339 }
a:active    { color: #fff; text-decoration: none }
