[PHP] Setting Enviromental variables

I know that by using the header you can bring up a standard user
authenication dialog box, that sets the EVs:
$PHP_AUTH_USER
$PHP_AUTH_PW

But is it possible to use a custom form to set these variables manually for
site wide useage?
