There is so many trafic of spam mail in this list. I think sending mail to this list should be restricted in any subscribed members only. Anyway, there was a meeeting about php-i18n last July at Linuxcare HQ, but I don't know the imprementation status. Anyway, If you need Japanese support on PHP, you can find for both PHP3 and PHP4. (in Japanese though) I guess for most European PHP users are satisfied with current gettext and recode support.
