Hello everyone,

I've received feedback that working on this fork [1] is not up to FIG's 
transparency standards, and that all discussions are required to be here on 
the mailing list [2].

Rather than trying to import old/open discussions from the fork's Issues 
and PRs, anyone with interests in any of those topics should start new 
discussion threads here on the FIG's ML.  The current proposed files [3] 
for PSR-5 and PSR-19 should be considered the baselines for new discussions.

Going forward, I will attempt to provide weekly status emails on activity 
from the previous week.
