You post a note to the list saying "we're forming a WG for PSR-12. The
members are <list here>. $Person is the Editor. 2 week discussion
period before the entrance vote, go!"
That's the long and short of it at this point, especially for a draft we
know is going to get re-upped.

PSR-12 doesn't have a Working Group formed under the FIG3.0
bylaws, so it came to an halt (like every other proposal apart
from PSR-15).
Could the previous Editor, Sponsor and Coordinator step in and
propose the formation of a new WG?
