I think he is talking about "Many HTML files (tar.gz)" version of the
manual which is found at http://www.php.net/download-docs.php

When we download "php_manual_xx.tar.gz" and expand it, we can see
"html" directory there.

I don't see any "html" folder neither in php sources tarball, nor in
win32 zip archive. 
What are you talking about and what do you think should be default path
for something that could not exist on user computer at all?
And bear in mind that there is no standard path for local PHP
documentation.

Hello,

The "links that point to a copy of the PHP manual" in the error
messages in PHP 5 is cool but I was slightly confused. The default
"manual document root" in php.ini is "phpmanual" but the download
bundle from www.php.net has a folder called "html". Also, it wasn't
immediately clear if the "manual document root" in php.ini should point
to the manual files' parent folder or the parent-parent folder. This is
very low-priority stuff, but I was hoping it would be more semantic.
